What IS a Stalking Horse?
 A "stalking horse" was trained to conceal the hunter walking behind it; the practice allowed human predators to sneak up on their prey without attracting suspicion. In modern political applications of the phrase, a stalking horse is a candidate used to divert attention from someone else's candidacy.
For example; if Jacqui Smith the current Home Secretary were to challenge Gordon Brown for leadership, she might use one of the Balls to act as her stalking horse. This would probably generate a real tug-of-war with Jacqui pulling the Balls one way, while Gormless Gordon would be claiming "I've got the Balls".

 Lord Desai was comparing personal characteristics of Tony Blair and Gordon Brown. This has led to a change in nicknames for the current Prime Minister from Gormless Gordon to Haggis Brown.
The use of "haggis" as a derogatory term might be far more accurate than His Lordship intended...
The main ingredients of haggis are: sheep's heart, liver, lungs and stomach lining. Therefore, Lord Desai of St Clement Danes (what a wonderful title) could be inferring that Haggis Gormless Brown is a "SHEEP" in politician's clothing for haggis is far from a bland dish when served in the approved manner.
Haggis can be served in Scottish fast-food establishments deep fried in batter. Together with chips, this comprises a "haggis supper" (actually, it does taste surprisingly good). A "haggis burger" is a patty of fried haggis served on a bun, and a "haggis bhaji" is another deep fried variant, available in some Indian restaurants in Glasgow.
The sport of "haggis bashing" is a game often played by English football fans and usually starts of with references to Scotland's failed World Cup tournament in Argentina and then follows up with a litany of Scottish goalkeeping calamities in various competitions during the last 30 years. However, in more enlightened company, haggis bashing is used to describe any comment that derides any part of the Scottish way of life by a non Scottish person.
Personally, I like haggis served in the traditional manner with "neeps and tatties" washed down with many glasses of Whiskey.
Lord Desai of St Clement Danes should hang his head in shame. Associating haggis with a washed out over inflated bag of political bones is beyond the Pail.
